The final winning piece of the 1900 Prix de Rome was Florent Schmitt's _Sémiramis_ , but it was from the final round therefore not a direct competition to Ravel's piece, I think.

Indeed reminded of Korsakov's works, an interesting early work. Sheherazade is a far more mature attempt, same with L'Aurore.
