She was an illusion unconsciously created by Mavis at the time of Zera's death when their island village/guild Red Lizard was attacked 7 years prior (When we first meet Mavis during the Fairy Tail Zero Arc). Mavis was the only one to survive Blue Skull's attack. Zera does age along with Mavis as it isn't until the end of FT Zero that Mavis learns that no one else but her can see or hear Zera; that Mavis created her to continue that childhood friend she had so she wouldn't be alone after everyone else was killed.
