Penetration is like a damage multiplier. One bullet can hit a target multiple times. Damage increases base damage while penetration makes that damage hit multiple times. Penetration is the most important stat for shoot based tanks.

Anyway, this is what I should have said: if the bullet cannot pass through the target, either the target is big or you hit it at the right angle, it will hit that target multiple times. Bullet pen makes the bullets do more damage while being able to shoot through another person's bullets to hit them aslong as you have a higher level of pen it's insanely usefull

My go to End Build is "Battleship" with max movement speed, reload, bullet speed, and bullet penetration. And fill out any leftover points equally on everything but body damage

My go to End Build is a no class glass canon. I stay with the basic canon and go full bullet speed, penetration, damage and reload + 1 regen +1 health and the rest in movement speed. I have realized that the more canons you have the lowest damage seems to be done by each bullets.

For melee build you could get the level 30 special evolution (don't evolve on level 15/16 and just grind to level 30 to unlock special defense tank) or go the flank tank into the one that gets a bunch of cannons in one side, using them to get speed and aproach your enemies
