I don't know how he's doing it, but here are three tricks you could do. Give them a shot and then experiment from there! 1)Using the fish part as a guide, bring in a movie clip instead of a picture. 2)Click on your "fish" texture, and hit CTRL+T to create a mapping node. If you don't have node wrangler on, turn it on! If you don't want to, create a texture coordinate node, plug the UV of it into a mapping node, and plug the vector of that into your fish image. Animate the mapping node (start with rotation Z, maybe) by clicking on the Z value, and replacing it with "#frame*0.1". Change around the 0.1 value lower or higher to slow/increase the speed. Play around with it. 3)Go to your video plane that your made, and add a mixRGB between the colour ramp and alpha, and set it to multiply/factor 1. Plug in a texture on the bottom (maybe start with brick texture?). Add a mapping node like above, and animate the location value along Y (using #frame*, again, like above). If your computer isn't too fast, switch to Eevee so you can see what you're doing. I hope this helps!
