THANKS DUDE I recently changed to maya 2019 and was going nuts with the sliders not appearing, I have never had this problem in maya 2016 so yeah, big fucking thanks

Autodesk is best known for their excellent sense of User Experience. I mean, come on, how hard can it be for people to identify those two buttons as buttons? Even more so, isn't it obvious that people are supposed to drag on those buttons as well?

If you're referring to a mesh smooth, that should still be in the Mesh menu. If you're referring to the Smooth UV Tool, it should be in the Tools menu within the UV Editor.

Can we select the uv's manually without using the marquee tool?

yes, just right-click and choose UVs as the component type and you can select them normally.
