Yes, you can enjoy the other resorts and eat at them.

Although it depends on which AI you choose. There are a couple of restaurants at the El Moro that you have to be elite AI to eat at.

We paid for the package when we booked our room. I am sure, if you request it once you arrive you can add the package upon arrival.
