OK SO. Dick's Last Resort is a US restaurant chain where all the employees are supposed to be rude to the customers, that's what the customers go there for, so the joke is the idea of someone (specifically known idiot Rudy Giuliani) trying to sue a restaurant for being made to feel small by the staff where the whole point of the place is to walk into their restaurant and be insulted by the purposefully obnoxious employees. It's not clear AT ALL if you haven't heard of Dick's Last Resort haha
