You can actually still download Scratch 2.0, but because the url where the files are hosted currently had its certificate expired recently, it caused that message to appear on the page. You basically have to go to the direct url, and proceed to the page (you might have to press advanced -> go forward or sth like that). Though KZbin will most likely delete my comment if I try sending the url.

Update (since it won't me edit again): I was able to get around it by using "starter projects" because it's hosted on the same part of the website with the expired certificate, and when you go on that part, the downloads start showing again.

More addons in scratch addones type scratch 2.0 and when you see scratch 2.0 - 3.0 turn it off when your in editor then it looks soo much like scratch 2.0

Also other things too 1. Rename messages 2. Jump to custom block definition 3. Automatically add extensions (technically it isn't the same thing, but turn on pen and music because pen used to be a category and music used to be in sounds) 4. Mouse position display 5. Customizable paint editor colors (the default colors used to be black and white) 6. Muted project player mode (was a thing in 2.0) 7. Place backpack code at mouse 8. Video recorder 9. Progress bar For the website: 1. Customizable website colors (or whatever it is called) 2. Browse followers (for studios) 3. Live featured project (you used to be able to play the featured project in 2.0 before some update in late 2013 or sth like that) 4. Shared/edited tooltip (it was implemented differently in 2.0 though, you didn't have to hover and it said "Last modified: date") 5. Username search There is also a userstyle (KZbin doesn't allow links though, so you have to search for "Scratch 2.0 userstyle" and look for the guy that has a bunch of numbers in his name), that has some of this stuff already in, and also changes the editor to 2.0.
