Houston’s had a rough time with corruption and bribery schemes in their city offices. There was a new mayor elected a couple of years ago and heads have been rolling right and left. And it’s not just lower level employees, but department heads have been losing their jobs and being replaced, and one scandal after another comes out in the news down here. From bribery, to giving contracts to your friends and associates to flat out stealing. The mismanagement cost is literally in the millions of dollars. Hopefully it will get better, but in big cities it’s easy to hide. There’s lots of anonymity due to the sheer size of the departments. So these guys are like our lone rangers. Cleaning up neighborhoods, 1 yard at a time… And don’t forget about the great machete action!

You are over-simplifying it, there are many factors involved, for starters the cities finances and debt is unknown, secondly this isn't owned by the city so it's not their responsibility , there's also liability involved for the city if they work on private property (people love to sue anyone and everyone in America), lastly, (not really, this reply is to long already), lawn cleanup isn't the job of government, yes they have crews but their purpose is keeping public spaces clear and safe, roads open for traffic etc. Keep in mind every time we say that government should do something that it's our tax money they're spending and I don't know of anyone who wants to pay more taxes.
