We don't want the citizens transactions public..and the additional fees(called GAS in the ethereum world) to commit a single transaction, don't forget scalability and slow transaction per sec (although they are being solved as L2 and L3 chains) UPI protocol is a nicer solution direct bank to bank no intermediary like visa or master card or stripe/razorpay
