It's more likely that he means that it doesn't have to be true love; a bit of casual sex is good enough. It's a common Steinman theme, and it fits better with the idea of bad girls going everywhere.

What I take away from this song is that if you're not with a person you really want to be with then you are better off to take care of yourself rather than just be with no one special just to get off. Getting off and having meaningful sex are not the same thing.Good sweet girls can be sweet, but he seems to be saying he cares for a spicey girl and if he can't have what he prefers,he would not "use" a girl just to get off.He can do that all by himself.
