you are right, you would have the same effect with a lesion affecting the right facial motor nucleus but...that was not one of the answer choices.

It's A. The question is tricky, so you need to read carefully. The RIGHT eyelid does not respond to corneal stimulation from either eye, so there is clearly a motor issue (efferent defect).
