Why waited until you got drunk at 10:00 PM to do/send the reports? Or does Lao Thai just make something up?

My understanding is that Vang Nhia was off duty so he could drink, but not Jerry. Jerry was preparing the daily report until 10. It is understandable that a report need to be done at the end of the day to capture what happened during the day.
