They don't actually. Coming from a shter worker. A lot of people looking for shelter dogs are first time or Ill advised owners, and getting a dog no one really knows anything about is a sketchy game. A well bred, pure bred can make an amazing pet due to their predictability, history of health and temperment testing, etc.
