It was referencing the unknown unknown of terrorists hijacking planes and crashing them into buildings, something completely out of the realm of what anyone could have anticipated at that time. So we gotta get rid of this bad hombre". 911 taught them there were unknown unknowns, where previously they only considered known unknowns.

At first, the “just because we’ve seen it or not doesn’t mean it hasn’t happened” - paired with the laughter - reminded me of that press conference 20 years ago where Rumsfeld said “there are things we know, things we don’t know, and things we don’t know we don’t know” … until I thought about it for a moment. These two statements - as ridiculous as they sound on first listen - they actually DO make sense. Maybe I’m just slow and didn’t realize that before? Maybe everyone else already knows that?

known unknowns and unknown unknowns is a legitimate way of categorizing. If you're doing anything like a SWOT analysis or Emergency Management then these are something needing to be addressed. The term for unknown unknowns is generally "Black Swans." If he had simply said Black Swans not unknown unknowns then it would not have been a big deal. I assume he likely just blanked on the term. It is still funny but it's not as bad as everyone made it out to be.
