Even without his jade swords and amulets, Kai would still be a great fighter, an example is when he fights Po at the village. After Po hits Kai with a giant snowball Kai easily beats up Po without amulets and his jade swords and then kicks him back to the village.

Kai is definitely the most fearsome villain in all of the Kung Fu Panda franchise. He's a frightening beast. Without such power of taking away every master's chi and turning them into jade zombies, he's still a powerful warrior, a formidable adversary for anyone in the Kung Fu world. As we all may have seen, that beast was truly defeated by the Dragon Warrior, our loved Po.

To me I think Shen got his chi taken they just didn’t want to show it and what gets me is that the characters that appeared in the franchise are animals that live in china 🇨🇳 but hippos and Komodo dragons don’t live in china which makes no sense.
