The developers must consider the convenience and accessibility for the citizens. Proper sidewalks with ramps, drainage, garbage disposal and storage, plumbing, hydrants, waste management for residents, theft retardant street lights, wider roads possibly concrete, poles that are away from the street. Stringent penalities should be also established for inappropriate disposal of garbage and enforced. This could be the first new city to establish waste bins to separate garbage kind etc. plastics, garden, kitchen etc. for proper recycling and possible use for mulch and manure. Tourists want to come to a place of beauty. Cutting down all the trees especially fruit trees should be prohibited. Replanting trees at suitable areas should be part of the plans and included. Apartments should not be higher than 2 stories maybe 3. Preserve our natural beauty at all cost. Tourists appreciate the green and freshness of untamed beauty that is Jamaica.

That new Third City or Mega Urban project (with skyscrapers et. al...like what's imaged in the thumb icon) should be Savlamar, easily & sensibly coupled with a nature preserved Tourist Hub like a Negril. The Plains are there surrounding the 'the Largest town in Western Jamaica'....your words! Why skyscrapers?.....efficient use of the FOOTPRINT,.....yes we are still an island, so too is Hawaii.....hint, hint!!

Black River development will come. Everything cannot be done at once!! Look at St. Thomas - I cannot believe development happening in the peft behind parish of St. Thomas....I feel good for the people of St. Thomad. Holness a gwaan good.
