IIRC the Complete Works 1 OST came after this game. I think this is an original song that got used for that PS1 rerelease later. (And IIRC, Rock Man 2 or 3 Complete Works used a Mega Man 7 remix from this arcade game as well)

That said, this very song originated from the Arcade game, rather than being a remix like most of the other songs. Complete Works version (which came later) adapts it into Wily Stage 1/2. It is a little messy to explain why they did this because they've also used Mega Man 7 songs in the other Complete Works remakes. Because if I recall, Top Man used the Mega Man 7's intro stage theme? It seems less of developer's original intent and more of filling in then modern songs for the sake of getting some use out of the new music feature. Aside from RockMan 3's title screen, the Complete Works series never started getting new remixes (as in, ones not from the arcade game) til RockMan 4 Complete Works. From there on, the entire soundtrack is properly mixed (with of course the proper arcade remixes still being included). Like I said, it's a bit... messy. But I hope that clears up a bit.

If you check the OST for this game on something like vgmdb, you'll see that this song is credited as a completely original song, so no, it's not a remix of MM1 Wily Stage 1/2 Fun fact though, the composer of this also later composed pretty much every song in the Street Fighter III games, as well as the Cornered theme in Ace Attorney Apollo Justice
