To get this power-up you MUST have collected all Maverick weapons, Energy Sub-Tanks and Heart Tanks, as well as each body part. Certainly after all these years this is rather common knowledge, but it never hurts to reiterate.
You must traverse through the stage as you normally would, and contrary to common belief, it DOES NOT matter if you get damaged while doing this; the deal is to reach the end of the stage with a full lifebar. Another fact regarding this secret is that you DON'T need to redo the stage after reaching the end of it, meaning you don't have to escape and needlessly go through it anew for the trick to take effect--it will, but it certainly isn't necessary. You can easily just reach the end of the stage and fall off the chasm and continue from then on. Lastly, it is erroneously thought that for the capsule to appear you have to repeat the process a number of five times; in essence, only three repeats are required after the first for it to appear.
The Hadouken fireball is literally the strongest power-up offered in the game, which can easily destroy anything (except Sigma's final form) with one single blow. To perform it all you have to do is press the D-Pad in a quarter circle motion towards the direction the enemy is positioned followed by Y; in other words: ↓ ↘ → Y (vice-versa if facing left).
IMPORTANT NOTE: You must keep a full lifebar in order to successfully perform the Hadouken. Lastly, passwords won't save this power-up, which means you'll have to redo the whole thing if you restart the game.
PS: The Snes9x has problems recording multiple transparencies.
