Talk to the Pokédex. Tyranitar is supposed to have impenetrable armor, therefore Mewtwo’s super effective moves are nullified... despite the fact it’s defenses are only slightly above average. Umbreon, the little dark, moon-loving generic mammal, has much better defenses than Tyranitar. The Pokédex is dumb, sometimes.
