How come Mega Man and Bass wasn't Mega Man 9? Like what made it special?

It was more meant as a mega man 8.5 as it only released on the SNES because the SNES hardware wasn't able to handle mega man 8's cutscenes and they wanted SNES players to be able to have a similar experience but instead of downgrading mega man 8, they decided to make a whole new game which was eventually ported to the Gameboy Advanced
