I feel bad for Dagon actually. Maybe he wouldn't be the way he is if the Aedra hadn't let Molag Bal keep him imprisoned for goddess knows how long and we all know what Molag Bal's favorite title is. If he were to let go of his past trauma so he could heal he'd actually be good for Tamriel. Change is good it helps speed up good progress.
