Bc city pop is influenced by American music. City Pop itself is a Japan attempt to copies American 70s-80s music. So they speak English in some of it. They aren’t “non-fluent” in it. I guess it was partially for style to say it in a Japanese accent, bc Meiko Nakahara lived in america for years, so she was absolutely fluent in the language. Another part is for singing, you can’t be the same when singing when you speak. You have to mouth vowels and words differently to get the desired tone/sound/and other things. Whether it comes with learning to sing in Japanese or her style she was going for that probably had an impact too.
