Saber should not be in Tsukihime , Gaea is the stronger Counter-Force in the Tsukihime World , so a servant is pretty much impossible. Only Alaya can summon them , as Counter-Guardians , and it's still in a far limited scope. Aoko , for example , had a Counter-Guardian been vigilant , everytime she abuses her 5th Magic and that is it.
