This is a cover of メランコリーキッチン (Melancholy Kitchen) by 米津玄師 (Kenshi Yonezu). The cover vocals and mix were made by a singer known as xea (formerly known as Siro), who has recently made almost all of his covers private.

I don't speak Japanese. What I'm about to say is roughly based on a machine translation, and as such, may not be entirely accurate. I encourage anyone reading this to have a look at the text and draw your own conclusions. From what I could gather, the artist xea was diagnosed with bipolar disorder/manic-depression. During manic episodes, he puts out lots of music, contacts lots of people, and tries lots of things. When depressed however, he deletes tweets, videos, social networking sites, and generally keeps to himself. When these sorts of episodes happen, people frequently reach out to ask if everything is ok. xea asks to be left alone and claims he will eventually bounce back.
Again, I encourage you to read this note for yourself to get the full picture.
I’ve been archiving and keeping track of which songs are still available, have been reuploaded by someone else, and which are unavailable on KZbin. Thanks to everyone’s help, every xea cover that was recently made private has been recovered! You can find a statement from xea here about why he tends to delete things: note.com/xea/n/n588019d6e676 I encourage you to read or translate it yourself, but the TLDR is that he struggles with mental illness, specifically bipolar disorder/manic-depression, and has a tendency to delete videos/tweets/SNS during depressive episodes. While the post I linked wasn't made specifically about the recent deletions, it's likely the same reason.

looks like the illustrator wasn't listed in the original upload's description. the only place xea seems to credit the illustrators is on twitter, and any announcement post for this is long gone. the only way you could maaaaaybe track it down is by combing through xea's tweets on the wayback machine around the date of april 7th 2023 (when the cover was released) and hoping that the announcement post got saved, OR by doing a twitter search for people @'ing xea around that time and hoping the illustrator themself said something. i did a cursory look and didn't find anything sadly, but there's always a chance i just missed it... it doesn't look like xea's consistent about what artists he commissions either. this art style doesn't look similar to anything made before or after it. i've got no clue who it is, so sorry :(
