Girish chandra Murmu is the Lt. Governor of J&K. Radha krishna Mathur is the Lt. Governor of Ladakh . According to 11th constitutional amendment Act of 1961 it was said that the Vice-President shall be elected by the electoral college consisting of the members of both the houses of Parliament. And A new clause (4) of Article 71 was added according to which the election of President and vice president can't be challenged on the ground of the existence of any vacancy for whatever reason appropriate in electoral college.

Girish Chandra murmu has been appointed as the lieutenant Governor of Jammu and Kashmir and RK Mathur has been appointed as the lieutenant Governor of Ladakh, which have been being considered as the union territories from 31st of October 2019. The union territory of Jammu and Kashmir will have its own legislative Assembly, while the union territory of Ladakh will not have legislative assembly and it will be administrated by the lieutenant governor of Ladakh.
