Excelsius, maybe. Depends on what weapons he has. But Armstrong? HELL NO! If a cyborg with lightening abilities in an enhanced body couldn't even scratch him without an infinity+1 sword, how would a regular soldier stand a chance against Armstrong?

I guess i known it, based on the cutscenes and quotes, the fight place are an Military Base in Pakistan where Raiden has to took a fly from USA after heard Sundowner answer: "what will happens in the next 3 hours" and to stop Armstrong plan, (his plan was engage a major war in the whole world and become a president of USA)... thats in short
