The irony about blade wolf’s speech is that it falls right in line with Armstrong’s philosophy. He’s no longer following orders given to him by his programmer or who ever built him, instead he’s making his own directives and goals. He’s fighting and dying for what HE believes in, not someone else. He’s using Armstrong’s own ideas against the man.

A really neat thing I noticed in the dialogue. When Jack claims that Armstrong didn't know anything about "the weak" because he had never had to fight just to survive like Jack did, Armstrong doesn't try to refute this claim. In fact, he almost confirms it with his next line of dialogue. "But you did survive! Through sheer force of will! Following your own set of rules. With your own two hands, you took back your life!" In Armstrong's mind, Jack's survival against all the odds confirms his ideology is righteous.

Armstrong's ideals were more or less lining up with Raiden's, but there was one part that's rather.. twisted. He was planning to rebuild America on a "Survival of the fittest" style, meaning the weak will be picked on and removed from society. Raiden? Well.. It goes without saying that that part didn't really make him happy so it had to end the way it did.

Raiden actually agrees with Armstrongs mindset quite a bit, which is why Armstrong considers him his “successor” in a way. By saying so he admits that Raiden perfected his dream supposedly. Raiden understands that everyone who’s considered weak by Armstrongs definition doesn’t deserve to die.

to be fair he's barely in the game besides this final fight, and a small appearance near the middle. he does associate with terrorists that kidnap homeless children, rip their nervous systems off and turn them into cyborg soldiers though, so make no mistake, he's a bad guy.
