It's because cyborgs has some kind of "backup" virtual conscience that can travel through nearby devices in case something happens to their body. But if the device isn't made to maintain consciences... Then it can only survive for a few minutes at best. When raiden kills his cyborgs boss ennemis... Their consciences go to raiden's radio (or just emit a radio frequency, we don't really know) to deliver their final message before disappearing for good.
