This method is very similar to normal form method when you consider LHS side alone. If LHS is only used to determine the rank of that matrix, then what is the use of doing all the simplifications in RHS side? Could you please explain

Well this is a late reply. I think it's because the left side identity matrix represents the number of rows and the right side identity matrix represents the number of columns. Simply, row transformations for rows and column transformations for the columns. Again it's just my assumption. I don't know the real reason
