8:17 as of gen 6, Igglybuff IS fairy, however fairy is not in pixelmon yet. Fairy isn't immune to ghost. As of then, Igglybuff is a NORMAL type, immune to ghost.

Actually, there's no Fariy type in Pixelmon yet, so Igglybuff was just Normal, which Ghost has no effect against.
