The huge wealth of the organization was split with most of that kept hidden by volgin father. By the end MGS3 the soviet share was acquired by US government, in the meantime zero managed to grow his influence in US army and politics with his fox unit, until 1970 when ocelot managed to retrieve the second half of philosopher's legacy who delivered to his ally zero (events of mg portable ops). With an infinite amount of money and a huge influence, zero created cipher, a big intelligence agency working as deep state secret organization controlling most of american politics. Zero let ocelot, BB, eva, signit and paramedic join cipher with the ultimate mission to make the world whole following the boss ideal. Zero was cipher leader, BB the military commander, eva and ocelot the master spies infiltrated in china and russia armies/governments, sigint was leading darpa, paramedic ACGT a top genetic research company. In secret to everyone, zero had another member working for cipher: skullface, a former USSR assassin/spy leading XOF, the black ops division of cipher. In 1972 BB was seriously wounded in vietnam ending up in a coma, knowing that BB was a living legend and a strong propaganda device, zero used paramedic company to create BB clones with eva volunteering to act do their surrogate mother in order to have some kind of "spare" BB in case of his death. BB woke up from coma and learned of les enfant terrible project. Feeling betrayed by a man which power corrupted his head, BB left cipher and US army deciding to become an indipendent soldier fighting war for his own ideals, not following countries or politic ideologies. Ocelot first and eva years later left cipher as well, being both alligned to BB. In 1974 PW events happened where zero plotted up a big scheme and a potential nuclear war to force BB to return to cipher, something that BB, miller and his new created MSF managed to foil. In mgsv we learn that zero needed of a new alliance wit h BB, because he was getting ill and old, progressively losing control of cipher subsidiaries, including the XOF now completely managed by skullface. Skullface was actually dispising zero all along because he was against zero ideal to unify the world under an unique thinking using technologies to control mass information. In order to stop zero, skullface put in motion his plan to destroy cipher from within, in 1975 at first he tracked down paz in order to discover zero hideout, then he fooled BB'S MSF destroying their base (ground zeroes events) and apparently killing BB to prevent that BB and zero may come back to work together in the future (skullface dispised BB too since he spent about 10 years working secretly as "cleaner" of BB fox missions). Few time later, once learned zero position, skullface sent zero a military pin as "gift of peace" for his arbitrary decision to use XOF to attack BB's MSF, manipulating zero to sting himself with the pig containing a strain of vocal cords. Skullface fullfiled his revenge, zero got a disease that would lead him to lose all of his brain functions in few years while BB was believed dead or in coma hidden somewhere. Having none else in his way, skullface managed to acquire most of cipher resources in order to accomplish his goal to "unify" the world through cheap nuclear weapons to sell to all world countries (walking gears equipped with nukes created using metallic archea), with the aim to create a world level nuclear deterrence where each country would have preserved their territory and their own culture out of "destruction" of english through the vocal cords parasites (zero needed of english as lingua franca to impose an unique thinking and eventually control digital world information). Learning that skullface became too powerful to be contrasted, zero about to become a brainless vegetable, entrusted sigint to build an AI that would have perpetuated his vision to unify the world through the information control, that AI became the patriots that started to control US and by extention world politic, economy, social life etc... through the information control we see in mgs2. Long story short philosphers: old secret organization made american/russian/chinese elite across first half of 20th century cipher: zero's secret organization made with philospher's legacy resources patriots: AI created to keep zero's legacy after cipher got corrupted by skullface

Second guy was the head of the CIA which is the U.S. agency in charge of espionage & special operations (Spying, assassination, sabotage, etc). I don't think they give a name though.
