When a selection sheet is submitted for a tournament, if there are injuries, there can be a replacement. When a player chooses not to report, the JFF would be fined because there's is poetical which is expected by FIFA or JFF there would be a fined.

The JFF continues to lack the level of leadership that Jamaica's football fraternity requires. They must learn that sometimes taking no action is the best way to deal with a situation, and this was one such case. By his own actions, Leon Bailey has disqualified himself from the Jamaican team. In my private role, I felt his actions were selfish, and while he held some legitimate positions, a team emphasis requires one to make every effort to establish team chemistry, which Leon does not appear to be doing. The JFF's Board meeting should have acknowledged Leon's viewpoint while deferring any further action, given that Leon had already shot himself in the leg. Remember, the goal of any team is to create synergies, and if a person is detected as pulling in one direction that would disrupt team dynamics, that member must be replaced until they can fit in. So, instead of suspending Leon Bailey, the JFF should have waited until he was ready, assessed his mental capacity to participate in team dynamics, and then determined if he should be featured in any future teams.
