Am I the only one who realizes that the name Nine is likely to refer to how many quirks he can have? He has his original quirk, storm. Then he has all for one, laser fingers, air barrier, thermal quirk vision, and the blue dragon. That's six. He plans to take cell activation, seven. He also attempts to steal one for all, which is eight. That leaves one more slot to steal a quirk. Correct me if I'm wrong, but that's why his name is Nine.
