Regarding raw weapons. I started playing mhfu again since past month and discovered something Without Reckless Abandon, all narga weapons beat tigrex weapons And without Artisan, ALL Narga weapons are the best weapons after computing for affinity DOT and sharpness multiplier. But if you have Artisan, then you'll have to pick the other ones, diable GS, C. blango Hammer, etc. Which kinda makes sense, because Narga is supposed to be the flagship monster of MHFU

What about in epic hunting quests, if all monsters can be poison but has different elemental weaknesses. Which one is better?

So always go for element damage if the weakness is high , but what about if the enemy has only -2 to element instead of -4 like the bulldrome , in that case it is better to go for raw?

For HH, yes. If the element weakness isn't that high, just go for raw. Although, I need a test just to make sure. Since Bulldrome is special case after all. You can see here for Bulldrome's stat: w.atwiki.jp/mhp2g/pages/220.html

Also HH is broken in this game though because of the extra abilities that it grants right? Because in mhfu you dont have a lot of skill activated no?

Yes, and yes, you can only get 4/5 skills max.
