Michael's main point in his story arc is that he got better in this aspect... otherwise, it would feel unsatisfying to see him ending up with Holly - the thing she had in common with Michael was the goofiness, not the extreme social unawareness.

For all we know he did at the start but corporate did nothing and let it slide cause Michael is too valuable to the company…. after this I’m sure Toby gave up and knew nothing he did would ever result in Michael receiving any form of punishment or termination. Watch the Conflict Resolution episode and you’ll see he has a whole section of the warehouse dedicated to keeping boxes of complaints against Michael that would be blown over by corporate. He himself later admits that he can’t do jackshit in HR.
