What does the thick line followed by a thin line and dots mean? Doesn't that mean to repeat something?

Yes, it does mean to repeat. I personally like the way the vamps sound without the repeats, so I've played straight through. Mickey Baker writes it with the repeats, so I've shown them to give folks the option to follow me, or they can follow Mickey (and Mickey was a way better guitarist than I am, so please feel free to do it his way 😃)
