it works on Virtualbox. i know that cuz i tried it! but unlike you, who did a clean install, i upgraded from Windows For Workgroups 3.1 and i didn't see that "Windows 94" reference. i wasn't expecting that!

It's probably a bug. You know how if you type on your desktop randomly, you might hear it play the ding sound? I think that is what is going on. It thinks I'm typing on nothing.

This was a whole new design change from Windows 3.1 which didn't have a taskbar. They were probably testing different designs until they got to the one we know today.
