2022, we clearly had 6 months of larger, unplanned, unexpected expenses. As we dug ourselves out of that and treaded water, we created an unplanned expense fund. Actually, it was just a puddle of money we gathered a little bit each month then used that towards unplanned expenses. Any left over we put into some account buffers which then seved to act as our emergency fund. In June '22, we changed all of our spending practices and among them we paid our bills at the beginning of the month; set aside property tax and vehicle gas money at the beginning of the month; did as little spending during the month as possible; then essentially budgeted what was left at the end of the month between bills, targeted purchases, and "financial goals" which for us was the unplanned expenses fund and then the account buffers/ emergency fund.

First add no more debt. Second get caught up. Third pay on time. Fourth pay down debt. About the unplanned medical expenses: They come up. The medical reasons for them as well as thier costs can throw a monkey wrench in ALL the plans. In this area of the US, you generally have 3 months after insurrance pays on all provider bills and 6 months on hospital/ facility bills before they are sent to collections. Folks will try to put you on a payment plan asap; one hiccup and they will send you directly to collections without any further negotiation. I hold off getting into a payment plan as long as possible. During that time, i pay as much as possible. In some areas, they try to get you to sign up for Care Credit, a credit card. Care Credit pays them, you pay Care Credit. We have avoided this at upmost cost.
