is there a reason in some textbooks they do this same equation but multiply each step by 100?? does it change the answer or is it not necessary

Multiplying the numerator and denominator each by 100 does not change the result, since 100 divided by 100 is just 1. As for the rationale for multiplying by 100, it is used in the percentage change formula to get the decimal result into a percent; for example, 0.10 becomes 10%.
