I rented a car through Uber/Avis for $500 a week and worked my ass off. Did that for 2 weeks and had enough to make a down payment on a car and prove I was making an income. It's pretty simple: A welfare state does need citizenship and borders to limit access. US immigration in the 19th century worked, because it didn't have a welfare state. A welfare state will either fall apart because it is overwhelmed by migration (e.g. France, Germany, Sweden) or it will develop a strong nationalism (e.g. Switzerland, Norway, Denmark, etc.)
