Why would you go and stupidly make an enemy of someone who can easily destroy an Island? If he, say goes and joins up with a Yonko, the balance of power is gonna get butchered all the way to hell. The balance was only there when 3 entities existed. The Government (Marines), The Yonko, and the Shibukai. The power of the shibukai is weird, but they are quite strong, I mean have you seen how strong Doflamingo is? He isn’t even the strongest. And he could destroy an entire country. Mihawk could probably beat any marine, who comes to attack him on his Island. The reason is due to the fact most of the strongest Marines have a DF. He can simply sink the ship if he gets too threatened and then simply swim away. Akainu would go down so bad against Mihawk. In fact, he would only be threatened by Garp. So yeah, Fujitora is strong and controls gravity but Mihawk can use observation haki as well. He can simply leave if he wants. And attack any marines he comes across. The damage he can do is too high to count.

Oda really likes to point out stuff with colors when it comes to attack and power. This is most likely without haki, or he didnt try to use haki but it leaks out due to how much he has. A good exapmle imo is actually from the game pirate warriors 4. Oden is a dlc character, in his attacks he can use haki-less attacks or he can choose to activate his haki and it makes his attack turn to normal red black haki color instead of a generic whitish blue tinted slashes. Hawkeye's slashes kind of have a similar color to odens non haki attacks but in a larger scale and tinted green instead. Might be reading to much into a game but one piece games actually gave us tons of clues like this for years now

I think their portrayal of oden is on point. Enma's trait is forcing the user to use maximum haki.. In the game oden will charge his haki first for the ground combo attack. Oden only could go up to one stack of charge, the same with shanks. Mihawk on the other hand could go up to two stacks of charge.. plus his aerial attack instantly max the two stacks charge. Maybe they try to portray the black blade power with that instant charge.. or mihawk superiority in armament. Though it seems mihawk only use the armament without conqueror, since shanks and oden charged sword got the red lightning thingy, while mihawk charged sword doesn't have the lightning.

we dont see mihawk very often because he's just way too powerful and this means several characters might die, if he did multiple of those horizontal slashes at ground level this fight would have been a blood bath for all sides, first slash would have killed most of the weak marine and pirate and even others with considerable power which would have changed the story line entirely
