I see you haven't been around the ZZZ iceberg much. Billy is thought to be the inspiration of Starlight Knight. He was the original Red Rider fighting evil in the Outer Ring, which story then was made into a sentai TV show. Considering we seem to be going back to the Outer Ring with Pulchra as an A rank, then there's a chance Cunning Hares found a transform (henshin) piece from Billy's age which Anby is gonna use. Hence the Silver Soldier (Ranger) Anby.

They were obviously trying to attract those players and there’s been nothing since 1.0 and all of the fan service in general has been a lot more toned down not just with character design but with mindscape arts as well. It definitely feels like a bait and switch
