I have seen much worse behaviour from so called sober tourists. He was in his own little world, he didn’t look particularly drunk, but I didn’t see what happened before. He did look as though he had all his worldly goods with him. Maybe that was the only place he felt he wouldn’t get trodden on, he went off quite quietly.

Making other people nervous is not an offence. He was just sitting in the shade eating a chocolate bar and drinking a Coke. He was bothering no one. Just sitting in shade in a place where it is perfectly legal for him to do so. The horse clearly was not bothered by his presence. Horses seem a much better judge of human nature than many "civilized" people. His presence gave the horse a break from being pawed and pestered by the many ill mannered tourists. If the police had a problem wuth him they would have moved him on. At no time was his behaviour arrogant or rude.

A veteran of HM Armed Forces wouldn't put himself where he was going to potentially cause a nuisance to serving soldiers. They'd be more respectful of the surroundings and the military history. He's obviously trying to be difficult by placing himself in a position that inconveniences both Guards and tourists. There are plenty of places he could stop for a breather and a sarnie without inconveniencing others.

There was another time when either this guy or someone who looks a lot like him actually set up a camp chair in about the same spot and started drinking. They did run him off. If this is the same guy, he's trying to make some point though I don't know what it is. The other guy told the guards it was a public street and that's why he was there. I am just amazed by how lax the laws regarding consumption of alcohol in public are in the UK. That man was obviously drunk and just sitting there drinking a beer. And the cops did nothing. Drunks are unpredictable and, in his altered state, he could easily have been assaulted or robbed. He should've been taken into custody for his safety as well as that of the public.

It is an offence to fail to comply with a request to stop drinking alcohol in a controlled drinking area. Only certain councils use public spaces protection orders to restrict the drinking of alcohol if that space is associated with anti-social behaviour. Maybe this isn’t a controlled drinking area. It obviously should be.
