Touching the horse is a problem. What the guards think about it is obvious from their facial expressions, but apparently the rules are set so that touching is allowed - because tourist attraction? So the cavalry sets the rules, not the dumb crowd. They don't even back up under the arch to relieve them from the crowd. I guess they're ordered to endure it.

I'm really surprised they allow strangers to come into their place of work and touch or crowd the soldiers and their mounts. That to me is interference of their job. They are not out there for strangers to touch the mounts or distract the soldiers at their job or place of work. I'm from USA and I'd be furious if anyone tried to touch my horse.

One looked like she's escaped the loony bin in her pj's, and her friend was over personal with the horse. the Guard is not allowed to show dissatisfaction, but believe me, he will be thinking it. You obviously are a foreigner to even think she did nothing wrong. How weird!
