I agree with Laplus about how you'd have to practice both since you don't just start good at singing if you happen to have a good voice for it, but in my eyes it more so comes down to which you'd care more about being good at or which you believe yourself to be most lacking in as to which you should choose, I for example would have chosen Dancing since I Believe myself to already be a pretty good singer, but I know for a fact I'm a terrible dancer so the best choice to me would be dance since I already have good progress in the singing department at the very least but none in the dancing department. Even if you put all that aside dancing would probably edge out as the better choice since it has more applications such as in theatre and acting as well as other performing career paths since Ice dancing and ballet and whatnot are also dancing and by this prompts vagueness those would also fall under "Dancing" and you would thus become good at them.
