No need, just ask the Justice Department, they are full time executive branch that literally comes up with classifications and can recommend what can be declassified or not. Even if he President wanted to declassify some random documents, they'd still have to go over it and ensure that nothing in it will affect any of their collaborators and if said information will cause disruptions. That need to know stuff, some people at you have seen have a tenuous at best grasp on reality and if certain information is added it could stir up the crazy in some people.
