In regards to the ultimate abilities that guy can copy, in the web novel it is stated that although guy can copy any ultimate ability one at a time, the power that guy can draw out of his copied abilities is only 20% of it's actual power. That been said, if the fight between milim and guy had continued whether they were in or out of the cardinal world, guy would eventually lose to milim in terms of magicules because guy would reach his limits first. Although you could say that guy is more knowledgeable and would find a way to defeat milim, he won't because remember in a battle between transcendental beings a slight loss in focus could determine the outcome of the battle. Veldora is older than Milim, probably by a few centuries but not by many. After all, Veldora is still in the phase where he could not master his own powers enough to take a different form like a human form without help and his sisters repeatedly re-spawning him did not help. Milim and Veldora also did not canonically meet until after Rimuru reincarnated even though they knew about one another.
