its a old bug in minecraft that never actually got fixed where if you land pixel perfectly on the edge of waterlogged stairs/slabs, you don't actually take any fall damage.

As far as the making, it in water VS making it not in the water but still living.I think that the momentum from you when you're falling will sometimes either carry you in 2 water, if you miss it or out of water if you hit it.And that's why it looks like you weren't actually landing in the water
