The entire reason why is because the cave ambient noises being unsettling the first time you hear them. The first mod creator took advantage of that and all of the copies afterwards just ramped it up by 10.

Suggestions for mods: FTB ultimine (makes mining easier and quicker by letting you mine several blocks at once, but your tool gets damaged the same amount that it would get if you were to mine it 1 by 1) Corpse (adds a corpse when you die so you dont lose your items) Mouse tweaks (adds improvements to the mouse) And quark which adds quite a bit (im too lazy to list what it adds) Jade (gives you information on what you are looking at) JEI (shows recipes for basically any block and item, even for any mod! And some mods need this sooo) BTW, you can actually kill the man from the fog! When you do, he drops a item called "the tear of the man" and it is used to spawn the man in its naturally spawning structure.

Just for your guy's information, the noises that are constant like "help me" "run" "*scream/screech*" is the goat man (also if he see you see him he will make this bone breaking sounding thing and chase you). The running/tapping is the night dweller and mainly spawns at night, unless you piss it off enough it will spawn in daytime. The other ones, I have no idea about.

Gotman sounds and in order: (Help me): Random and doesn't have an order in sounds. (REALLY LOUD SCREAMING): He will say RUN 1 - 3 seconds after screaming really loud. (RUN): Will play after really loud screams and he wont spawn when you hear this. (Any other sounds): He will most probably spawn if you hear any other sounds than these top 3. Edit: Really loud scream and LOW groaning either means he spawned or is doing the behaviour where he just runs across the treeline of the forest. (I see you): Means he has a 50% chance of spawning behind a object nearby you and doing the weeping angel phase.
